  Although, our favorite is still Hong Kong Flower lounge in Millbrae, the dim sum dishes at Champagne Seafood have been consistently pretty good, sometimes better than other places around the area.  Judging by the line/wait of dim sum goers, it also appears that the popularity level of this establishment is higher than 2 years ago.
